i don't think that billy the kid was a villain, i just think he was kinda at the wrong place at the wrong time. For instance, when he shot the man in the bar, it was in self defense. The man brought it upon himself. if billy the kid had stayed to plead his case he probably could have gotten away with it. but, instead he ran.
although some things weren't his fault, some things actually were. but these things had a justifiable reason for happening. like when his boss was killed in cold blood, he and the other workers joined forces to get revenge. if he hadn't he wouldn't have gotten in trouble, but he was extremely loyal and felt obligated to avenge his boss' death.
Because he stood up for who and what he believed in, and help form the regulators i believe Billy was a hero.
